In speaking with the project coordinator I learned the project was top-driven ('CEO sign off') and that the focus was on the positive impacts, risks rationalised and accepted, which meant the project had full support early in the process and was able to be delivered in a short timeframe. This show of unity to the market was critical to the overall result.
FNQROC Water and Waste 2011 procurement projects (liquid alum and sodium hypochlorite) showed that FNQROC member councils can produce the required unity to ensure collective procurement projects are a success. Through the FNQROC Board I intend to present comparable business cases for their consideration.
FNQROC has been fortunate to secure Mal Skipworth from MacDonnells Law as a second speaker to present at the FNQROC Procurement Committee meeting on Friday 14 September 2012. Mal's presentation will discuss:
• The 'worth' of the contract
Why should it include GST?
• Tender Invitation problems
The role of the Council procurement officer.
Communications from tenderers and responses given.
Late specification changes; how late is too late?
• Valuable non-current asset contracts
Leases v Management Agreements and Permits
I would like to thank Mal in advance for taking time out of his schedule to provide a regional perspective on the legal issues which are currently being experienced by Local Governments.
