Regional Procurement - October 2013

By: Regional Procurement Coordinator, Steven Cosatto...

Next FNQROC Procurement Meeting

The next Regional Procurement Meeting will be held at Cairns Regional Council on 25 October 2013.  Mr Ken Stephens, Senior Risk Consultant of Jardine Lloyd Thompson, will give a presentation at the meeting, providing advice on:

• Local Government Mutual Liability (LGML) Indemnities Guide

• Professional Indemnity Guide and the Brisbane City Council's tool for determining the required professional indemnity insurance sums

• Consequential loss

• Principal's insurance cover

• Employment practices cover, eg. for such things as discrimination, harassment etc, as part of LGML cover;

• Labour hire risks.

Jardine Lloyd Thompson as the LGML Queensland Managers have provided a comprehensive range of services and resources as part of LGML Queensland membership including claims management, risk management, insurance placement, and associated fund management and consulting services. This is Ken's second visit to present to the Procurement Committee and I'm pleased we can call on someone of his calibre.

Joint Purchasing

Recently the Department of Community Safety (Queensland Ambulance Service & Queensland Fire and Rescue Service) approached Cairns Regional Council regarding accessing arrangements for services such as gardeners, plumbing, electrical, glazing, roller doors, security system repair, and minor building maintenance services. The Cairns and Hinterland Ambulance Service's geographic area extends beyond Cairns and they also enquired through CRC if any Councils in the region have a similar arrangement which QAS may use.  Please contact me for additional information.

This enquiry has been brought about due to the State Government's recent desire for additional cooperation between government agencies, both state and local.  I believe this enquiry will be the first of many future exchanges between local and state government agencies in the region.

Bitumen Reseals

I was pleased to be invited to make a presentation at the annual LGAQ Roads and Transport Alliance Technical Forum regarding the recent reseals collective arrangement.  It is encouraging that the benefits of this arrangement have been recognised and are discussed at a state level and the region's ability to work collectively was commended.

The regional reseals collective arrangement is approximately 25% complete and a contract review was recently conducted by the steering committee and Council officers involved in the program. To date all Councils have been satisfied with contractor performance, with one Council passing comment they had actually received a compliment which was a first for reseals.
