FNQROC through the Roads and Transport Alliance Project Team (RTAPT) will be coordinating a workshop for the recently released Road Asset Valuation (RAV) Toolbox for all Council officers associated with asset management.
In short, the RAV toolbox extends the Department of Transport and Main Road's road asset valuation methodology to the Local Government road network with the addition of further stereotypes for local roads. The Toolbox comprises of:
• Road component unit rates with variations for road type, region, climate, soil type and terrain;
• Rehabilitation rates by road component;
• Stormwater unit rates, kerb and channel rates and footpath rates;
• Guidance on useful lives; and
• Queensland and regional road price indices
The rates have been accepted by the Queensland Audit Office (QAO) and can be used as a guide. Councils can assign the most appropriate rates applicable to them (ie. the closest fit in terms of cost, region, environment, regular weather events, climate, terrain, contractor access, remoteness etc).

I have received positive feedback regarding the draft regional asset register and look forward to its continued improvement. I certainly see synergies between our regional register and the RAV toolbox which should produce cost savings and regional consistency through the sharing of valuation data inputs, which will also assist with Council communication with the QAO. One comment which resonated with me was that "the most difficult part of this project is the actual starting of it".
Cairns Regional Council is hosting the next Local Authority Waste Management Advisory Committee (LAWMAC) workshop to be held Thursday 29 May 2014. A key focus of the workshop is the Department of Environment and Heritage Protection (EHP) presentation on the Queensland Draft Waste Management Strategy facilitated by Ms Kylie Hughes.
